This is part of the Acadiana Amateur Radio Association, Inc. (AARA) 
Field Day Event.  More bulletins to follow.  This year our FD is more or 
less geared on emergency communications.  We invite anyone, hams or 
non-hams to visit our FD event as soon as the location is announced.

THIS IS A DRILL

Wednesday June 13^th .

Kaboudreaux is now a CAT 3 Hurricane and has increased in speed. NHC 
expects Kaboudreaux to strengthen to a CAT 4 or possible CAT 5 before 
landfall. Storm surge is expected to be 25 feet near and just NE of 
where the eye of Hurricane Kaboudreaux crosses the coast line.

Mandatory EVAC for everyone South of I-10 and voluntary EVAC of 
Lafayette Parish begins. Store shelves are empty. Generators are no 
longer available. Fuel is no longer available at some stations. Cell 
phone service is spotty. There is a major traffic jam being reported on 
Hwy 93 in front of the Best Stop http://www.beststopinscott.comdue to 
people wanting to stock up on Boudin and Cracklins before evacuation. 
Scott Menard N5MEG has confirmed the traffic jam. Scott said it took him 
more than 1 hour to travel the 1.5 miles from his QTH, pick up his 40 
pounds of Boudin and get home.He said by the time he got home there was 
only 15 pounds of Boudin left. After an extended bathroom visit, Scott 
is reporting that the traffic is worse on his second Boudin run. Oil 
prices reach $140.00 BBL

Knowing that there will be massive amounts of electric lines down, 
electric companies begin to preposition men and equipment in Arkansas 
and NE Texas. The US Coast Guard also starts to move assets into the 
region for air rescue of flooded areas. La. Wildlife and Fisheries is 
also preparing to help with rescue. GOHSEP (http://www.gohsep.la.gov/) 
Governors Office of Homeland Security and Emergency Preparedness is now 
fully manned and in contact with FEMA. FEMA is planning on deploying 
drones for SAR.

UAVs will likely play an increased role in search and rescue in the 
United States. This was demonstrated by the use of UAVs during the 2008 
hurricanes that struck Louisiana and Texas. Micro UAVs, such as the 
Aeryon Scout <http://en.wikipedia.org/wiki/Aeryon_Scout> have been used 
to perform Search and Rescue activities on a smaller scale, such as the 
search for missing persons.^[58]

For example, Predators, operating between 18,000--29,000 feet above sea 
level, performed search and rescue and damage assessment. Payloads

The Predator's SAR is a sophisticated all-weather sensor capable of

change detection in SAR images allows for exceptional search and rescue 
ability: photos taken before and after the storm hits are compared and a

TD BOHICA has been upgraded to a TS and is following the same path as 
Kaboudreaux.
