[AARA] 147.04 repeater is back up

The 147.040 W5EXI repeater North of Duson, LA is back up with a pl 103.5.

Let everyone know, its back up.  We've got a lot of tweaking to 
accomplish, but for the time, its
working and repeating and will suffice in an emergency.  I'll be back 
Sunday and may work on
it out at the site then.  Its a work in progress, but the major hurdle 
is done.
