[AARA] Louisiana Traffic Net Time Change

Starting Friday June 2, 2023 the Louisiana Traffic Net 3910 KHz will 
begin at 6:30pm and we'll start taking early
check-ins at 6:00pm.
We will continue this until further notice or band conditions improve.
